At the beginning of 2003 after considerable coverage in the media regarding the problem of the spread of child sexual abuse images over the Internet, Christian Sjöberg came upon a possible solution for reducing this problem.
Contact was taken with the World Childhood Foundation at an early stage and the foundation offered to support the project, both financially and with contacts with other organisations and businesses. A co-operation with Save The Children that, at that time, were responsible for the Swedish Hotline was also established. During this time NetClean also maintained a constant dialogue with the Swedish Criminal Investigation Department. Soon TeliaSonera, the largest telecom company in Sweden also joined to support the development. The company NetClean was then founded in the year of 2003.
NetClean’s first product, NetClean ProActive, was launched on 18 April 2005 together with H.M. Queen Silvia of Sweden (World Childhood Foundation) Marie Ehrling (CEO, TeliaSonera Sweden) and Stefan Strömberg (Swedish Criminal Investigation Department).
In contrast to traditional filters, NetClean blocks child sexual abuse images previously identified by law enforcement authorities. The reason for choosing to stop images is that it is the surest way of preventing child sexual abuse content from being circulated and breaking the cycle of abuse.

How does it work?
NetClean ProActive is a centrally controlled software system, managed by the NetClean Management Console (NMC) that shields business networks from child sexual abuse images. Via collaboration with law enforcement agengies, NetClean has access to information from databases with suspected child sexual abuse images and video clips. A unique code – a digital fingerprint – is created from each of these images, and the agent subsequently searches for these codes. NetClean ProActive NMC is continually and automatically updated with new image codes from the update server and distributes these updates to the agents. Because the scan is only looking for fingerprinted images or video clips that are known child abuse/pornography images in the database, this eliminates false positives and ignores innocent images such as holiday photos for example.
Proactive is always running in the background. If something happens when the computer is offline, it will be locally stored and forwarded as soon as the computer is online again.
If an incident occurs, the designated contact within the organisation is notified via text message or e-mail. This means that those responsible do not need to continually monitor the system; alerts indicate when something occurs. NetClean provides a number of different methods to satisfy the specific technical requirements of various companies, depending on how their IT solutions are structured.

NetClean Analyze has been developed in collaboration with the Swedish National Police and with additional input from police organisations worldwide.
